30,000 volts of static buildup is large, but not outrageously so. The normal discharge you feel when getting a shock from a car door or a metal doorknob is typically 2000-3000 volts. A discharge of 30,000 volts would sting a bit, and has the potential to arc over a distance of up to 15mm. The power (and hence the current) involved in such a discharge wouldn't be lethal.
