Sealand.
Sealand was founded as a sovereign Principality in 1967 in international waters, six miles off the eastern shores of Britain. The island fortress is conveniently situated from 65 to 100 miles from the coasts of France, Belgium, Holland and Germany.

If they don't have their own top-level domain, they're so not a country, sovereign or no. I didn't see a population count anywhere -- how many people currently live in Sealand? I saw elsewhere that there are about 500 passports in existence, but that's since Sealand was, er, colonised, presumably.
