State Department funded anonymity portal TOR can not even be hacked by the NSA...
Other than transactions with Alcoholics Anonymous, or sending sensitive medical info, I'm not sure who needs this. (I think all of the State Department's secrets have already been outed.)
Oh, maybe Bitcoin transactions want anonymity. I suppose that would be legitimate for some. What other shy but legal communications need cloaking?

Then again, it might be better to limit all communications to intended recipients only... One is reminded of wishing for peace and quiet when strangers air their personal problems in public. Privacy may be not only the best policy, but also the most polite one...
