Oh, so more light = better? I don't think so, not even as an economic indicator. there's another variable. Note that the area that's no longer over using energy to light up the whole sky is centered on the Ukraine, where the Chernobyl nuclear plant blew up. Maybe they are just more realistic now...

It happened, and it looks as if they got smart about energy policy as a result. Here's one example: "…a group of highly educated, active and independent mothers, MAMA-86 decided to... ensure the conceptual development of a new environmental mindfulness... on changing consumption and production patterns..."
