I think most of those photos are by Joe Nishizawa [Previously linked here.] I've been fascinated with this for some time. It's quite astounding...

Smart cities will start preparing for over-the-top weather events now. A town near me, sited on the banks of the Skagit river, recently purchased an AquaFence. When the Skagit overflowed in the past, the entire town would turn out to build a sandbag wall. The AquaFence can be deployed by a few people in a few minutes. (Self-link to pics of the fence in action.) I used to think the AquaFence was cool. Now I realize that it is not cool. Mount Vernon obviously needs a subterranean cavern!

EVERY PLACE needs a subterranean cavern! And lasers.
