Public affairs people are just flunkys. Canning him does nothing. A lot of PA people have the stomachs (and morals) of puke-eating corpse maggots, but maybe this was the last straw, and the FEMA PA reached gag point. After all, even puke-eating corpse maggots have their limit.
I think the next disaster ought to see Bush, the head of FEMA, and the next PA flown into the actual disaster and parachuted in for a first hand look.
