Lies and slander! Filthy lies! That honor goes to the pygmy marmoset (b/c as xenmate says, tarsiers aren't monkeys). And the smallest non-monkey primate is the two-sneezes-from-extinction pygmy mouse lemur (pygmy even beyond the regular itty-bitty mouse lemur).

Tarsier crania are just amazing: tissue-thin bone and these massive eye sockets. Cool teeth, too. Tarsiers are awesome, but lemurs will always be my favourite primate.
Here. I went to Cabrillo and I bet this is the exact skull I got to play with there. It looks like a cast, though. But check out the eyes, and the incisors -- from memory those front teeth are called a dental comb, good for scraping the flesh from fruit. (I hope I remember that right.)
