Curious George: Hope me find the name of a book Gettin' breezy in here

Waaaay back in the seventies, I read a thick science fiction book about the earth's climate changing and severe winds (300mph+) causing people to move into fortified buildings, and then eventually underground. Slept since then, can't remember the title. Can you monkeys hope me please? (not only was it a hefty size book, but it had a red cover--that's all the help you get)
