• The terms harassment and intimidation in the offense section, and economic damage in the restitution section seem like a very bad idea. Seems like an invitation to make money off of lawsuits, ala DMCA. One could claim that a peaceful group of people with signs outside a shop that sells furs intimidates customers. Although it's often cited as the "worst case of domestic terrorism", I don't recall Tim McVeigh intending to intimidate or coerce society or DC explicitly. He was angry about Waco, he'd read some white supremacist anti-government book that was famous, but I don't recall he was a member or founder of any group or that he expressed an agenda as such. Avenging, though, is different in that it's completed upon the act. Intimidation says the act furthers some goal - what was the goal? No government? Pretty big (and, ironically, ill-defined) goal. If I scarily knock over somebody's soda and say that's for the cause of reuniting Pangea - is that terrorism? If so, then okay. Seems a bit slippery, that slope.
