I have been covering this subject for awhile now. Bush snuck in riders in the 11 hour of the Intelligence Authorization Act for Fiscal Year 2004. Most members of Congress were going home and didn't know it got in. Wired did an article on the subject. A blog entry I wrote is linked to the article.
